android: Update docs to use ChromePublic/Trichrome

Monochrome is deprecated and should no longer be recommended in docs.
Currently Trichrome is the shipped/released version.

This CL updates build instructions, tool documentation, and metrics to
reference `chrome_public_bundle` or `TrichromeChrome` instead of
`monochrome_public_bundle`.
