      "message": "[Extensions] Move test event listener registration to after install (#61321)\n\nPR #60541[1] changed listener registration to occur before test\nextension install to accommodate Chrome\u0027s implementation. However, this\nunwittingly broke Safari. Safari requires that the test extension be\ninstalled before the test event listeners can be registered. When they\nare registered before they do not fire at all. This didn\u0027t affect\nFirefox which continued to run extension WPT successfully.\n\nAfter this commit we revert back to the listener registration before\nthe above change. Safari should now fire test events successfully. This was because the tests only validated\nthat the returned object has supported/smooth/powerEfficient as\nbooleans using the standard Clear Key system (which supports both\ncenc and cbcs).\n\nTo make these tests fail when the plumbing is missing or broken:\n1.       "message": "Decouple Private Aggregation from Shared Storage\n\nPrivate Aggregation and Shared Storage are both deprecated and scheduled\nfor removal.
