Remove need to `getQuoted` by using seperate template pattern (#13265)

Use <<< >>> for late-substitution replacements as opposed to {{{ }}}
which is used to by the JS compiler.

This avoids the somewhat confusing getQuoted function which works as
an escape hatch.
