Update submodule bzip2 (#136)
Once again the fuzzer bots are unable to fetch the previous revision.
Update to the current upstream HEAD to see if this alleviates the issue.

Fuzzing: house the fuzz targets for OSS-Fuzz and use Travis CI to run a regression test suite of fuzzed samples that uncovered verified and fixed bugs.
