[chromium] Remove unused WebLayerTreeViewClient calls https://bugs.webkit.org/show_bug.cgi?id=110923 Reviewed by Adrienne Walker. These notifications existed for instrumentation, but now the instrumentation routes through WebDevToolsAgent.
