  "message": "Fix Infrastructure Manager to wait for full instance configuration before running tests\n\nFor Infrastructure Manager deployments, the waitForInstancesReady\nfunction polls each instance\u0027s metadata every 30 seconds looking for a\nkey named windows_machine_\u003cinstanceName\u003e_status. This key is set by the\ncel_agent running on each VM: when cel_agent starts, it runs all asset\nresolvers (domain join, AD setup, RDS setup, etc.), and only after all\nresolvers complete successfully does it set this metadata key to \"ready\"\n(or \"error\" if something fails). The watcher keeps polling until all\ninstances have status \"ready\", at which point it returns and the test\ncan proceed.
