Update WebSQL deprecation warning

- Update the "Learn more" URL as it is more relevant. Also sent a PR to the update the article: https://github.com/GoogleChrome/developer.chrome.com/pull/7373
- Shorten the message, the logic:
  * Remove "all contexts" because we deprecate the whole Web SQL from this version onward.
  * Remove "Chrome 119" because it's not as important. Whoever seeing the message is already using the Chrome version with deprecated WebSQL. They can go to learn more. The important bit is "what can i do next".

Question I have:
1. Do we use Chrome or Chromium in the message?
2. Alternatively for 1st sentence "Web SQL is deprecated." could be "Web SQL is no longer supported." or "Web SQL is no longer available."

DevTools frontend repository is mirrored on GitHub.

DevTools frontend is also available on NPM as the chrome-devtools-frontend package. It's not currently available via CJS or ES modules, so consuming this package in other tools may require some effort.

The version number of the npm package (e.g. 1.0.373466) refers to the Chromium commit position of latest frontend git commit. It's incremented with every Chromium commit, however the package is updated roughly daily.
