CHROMIUM: Fix 32 BIT GCC Builds with Binutils 2.40 and above

PatchFv.py unable to find Symbols from Map file for 32 BIT GCC Builds
with Binutils 2.40 and above. This patch is to fix FSP build with latest
Binutils.

BUG=b:278498647, b:474603850
Test=able to build FSP with Binutils 2.40 and above. Boot test WIP.
