Revert "picasso: Update PSP binaries to release 0.8.13.7B"
Revert commit 480c9d2efdae as the PSP update breaks the Windows GPU driver
on amd/mandolin and google/zork.
TEST=build/boot Windows on amd/mandolin, verify GPU driver functional.
