Add support for ZTE dongles. This CL adds support for the following ZTE dongles: AW3632 K4201-I BUG=chromium:339070 TEST=Tested the following: 1. Build and run unit tests. 2. Verify that mist successfully switches the added dongles from the mass storage mode to the modem mode.
