Merge with upstream commit fa4d032d2d202dfb9b46cefaa1ed866a7151ba05

- fix merge conflict manually to pull in longstanding fix for
  jni_android.cc
- add abseil-cpp stub header to fix build error
- add new mojo urgen_message_scope.cc to BUILD.gn
