It also adds the bootstat\n\u0027shill-start\u0027 and \u0027shill-stop\u0027 for tracking the startup and shutdown\ntime of shill.\n\nBUG\u003dchromium:303395\nCQ-DEPEND\u003dCL:171657\nTEST\u003dTested the following:\n1. Connect to WiFi and cellular, and then run `stop shill` to terminate\n   shill. Verify that shill terminates properly.\n2. Connect to WiFi and cellular, and then run `restart shill` to restart\n   shill. Verify that shill terminates and restarts properly.\n3.
