Move archive shutdown timestamp AFTER log preservation.
My recent change to chromeos_shutdown archived off system logs AFTER the
timestamp for "finished archiving" timestamp is saved off. This throws off
metrics for system restarts in which system logs are preserved by the 10s of
seconds it takes to copy them.
