When host communication triggers interrupt 52
(SHI_CS_WUI_INT52), the CPU attempts to execute code from the ASCII bytes of the version string ("-0.0" -> PC 0x2D302E30), resulting in a fatal Zephyr Instruction Bus Fault (BusFault).

Why this was not caught in unit tests or dev boards:
- Booting in Renode or on dev boards does not trigger host-side SHI_CS
 pin state changes, so INT52 is never fired and the corrupted vector
 remains unexecuted.
- On actual device hardware (e.g., Kanix/Buccaneer), starting the `biod`
 service or sending host commands via `ectool` triggers SHI_CS
 interrupts, causing an immediate boot-loop crash.

How to reproduce on device:
1.
pd_controller: Implement dynamic SRC throttling for battery overload

Heavy system load combined with 3A Type-C sourcing can cause the battery
discharge current/power to exceed hardware safety limits. Previously,
this protection logic was implemented as board-specific code.

This patch migrates the battery overload protection to the common PDC
subsystem and integrates it with the Zephyr DPM for graceful rebalancing:

1. DTS Bindings: Add `max-discharge-current-ma` and `max-discharge-power-mw`
 to `usbc-port-policy`.
2. Kconfig: Introduce `CONFIG_PDC_POWER_MGMT_SRC_THROTTLING` which
 auto-enables when the device tree specifies the discharge thresholds.
3. Common Monitor: Parse DTS thresholds via SYS_INIT at boot. Add
 `pdc_monitor_battery_overload()` in `pdc_dpm.c` to poll battery status.
 If thresholds are exceeded for 3 seconds, it dynamically throttles all
 Type-C source current limits to 1.5A.
4. DPM Integration: Handle recovery natively within the DPM subsystem.
 Device detachment (`pdc_dpm_remove_sink` / `pdc_dpm_remove_source`)
 automatically clears the overload state and queries current limits to
 redistribute the 3A budget gracefully without exceeding system limits.

BUG=b:490285952
TEST=zmake build jaina
TEST=./twister -T zephyr/test/pdc/
52 of 52 executed test configurations passed (100.00%)

Change-Id: I7604c125b8ab53c9df12c4117e3ba0ba1080507c
Reviewed-on: https://chromium-review.googlesource.com/c/chromiumos/platform/ec/+/7950198
Commit-Queue: Keith Short <keithshort@chromium.org>
Reviewed-by: Keith Short <keithshort@chromium.org>
Reviewed-by: Tristan Honscheid <honscheid@google.com>
Tested-by: Rex Chou <rex_chou@compal.corp-partner.google.com>
Code-Coverage: Zoss <zoss-cl-coverage@prod.google.com>
"

When the AP enters suspend, the EC applies a policy to
the PD ports, causing them to signal a CCI to the AP, waking it and
causing the EC to apply a new policy to the PD ports, followed by the AP
re-suspending. This cycle can continue indefinitely.

Masking events to the AP when it is detected to be in a suspend state
appears to solve this issue, at least some of the time.
