bmpblk: Remove locale settings from board configurations.

We can now support all 42 default locales on most boards, so it should be pretty
safe now to discard locale list for most boards.

Note some old boards (link, stumpy, and lumpy) may not contain all locales so
the shipping locale list is preserved.

BUG=none
TEST=make # all boards generated.
