      "message": "[Extensions] Route and queue events during listener registration phase\n\nWhen an extension enables background.async_listener_registration, events\nare routed to the service worker during its listener registration phase\nand queued in the renderer until the phase completes.\n\nIn the browser, events reach the worker during this phase if they match\neither a persisted lazy listener from a previous run or a newly\nregistered listener. EventDispatchHelper::TryQueueEventDispatch() routes\nevents for persisted lazy listeners even while the worker is running,\nand EventRouter::DispatchPendingEvent() no longer drops events when the\nworker has not yet registered an active listener. Standard routing\nresumes once the phase commits or aborts.\n\nIn the renderer, ServiceWorkerData buffers incoming events from worker\ninitialization until runtime.markListenerRegistrationComplete() is\ncalled. A posted task then flushes the queue in FIFO order.\nAPIEventHandler drops flushed events that lack matching listeners.\n\nThe browser doesn\u0027t have keepalives for events dispatched during the\nphase. This marked the benchmark upload as failed and caused\nprocess_perf_results.py to exit with code 1, which in turn caused the CI\ntest step to fail with invalid results even when all stories in the\nbenchmark were intentionally skipped and the suite had zero test\nfailures.\n\nThis change updates _upload_skia_json to return 0 when the Skia JSON is\nempty, while continuing to return 1 if conversion failed (skia_json_data\nis None). On Android (and\nAndroid Desktop), tasks already have a persistent OS notification, and\nso do not share this issue.\n\nThese notifications are created when a task starts, and automatically\ndismissed on task finish or cancel, aligning with the existing in-Chrome\nactor task messaging. Each pair of DocumentToken and InitiatorStateToken\nis associated with exactly one InitiatorNavigationState, which can be\npassed to any renderer-initiated navigation started from the document\nin this state.
