infra: Remove Android CinnamonBun system image
The android-sdk-packager builder is failing to fetch the
system-images;android-CinnamonBun;google_apis_ps16k;x86_64 package from
the upstream Android SDK because it has been removed. Android 17 Beta
has been rolled out fully via android-37.0 instead.
This CL removes the unused CIPD YAML configuration and the packager
definition for CinnamonBun to resolve the builder failure.
