lint: Update playground example and configuration
Update the android build tools lint playground configuration and example
code. This will help to debug the Consumer/BiConsumer not being detected
issue.
This commit does the following:
* Updates min/target SDK versions (23/36) and compile SDK version (36).
* Updates the androidx annotation JAR reference in project.xml.
* Rewrites Playground.java to simplify the example, removing the previous
@IntDef test case.
* Adds a run.sh script and renames build.sh to lint.sh.
