[projects] Add field trial config for combo button and projects panel
HorizontalTabStripComboButton is required for the ProjectsPanel launch,
but since the panel launch is on pause, these will be landed as separate
experiment configs to allow us to roll out the combo button separately.
Tests with the combo button disabled will be fixed and re-enabled in
later CLs. Tests with the projects panel disabled will also be fixed and
re-enabled if that project resumes launch.
