Additional changes included with this roll:
- moved `-Wno-unsafe-buffer-usage-main-argv` to be enabled by default.
- check_static_initializers.py: allow 3 static initializers on iOS.
  crashpad_info.cc gained one after LLVM 57a637ad382b.
- crashpad: temporarily skip CaptureContext test's "nearby" PC check
  on arm64 debug builds to fix the failing crashpad test.
- perfetto_unittests: disable 4 BytecodeInterpreterCastTest cases on
  ASan/TSan bots; Perfetto relies on UB exposed by LLVM 86858de86cb2.
