Add msan runtime deps when necessary

`nasm` binary is failing to run remotely when MSan is enabled due to missing runtime deps. (See also http://crbug.com/450862240#comment7)

This CL adds the missing deps like `proto_library` does.

NASM, the Netwide Assembler

Many many developers all over the net respect NASM for what it is: a widespread (thus netwide), portable (thus netwide!), very flexible and mature assembler tool with support for many output formats (thus netwide!!).
