WaaP: Ignore unclosesable tabs from the tab list

This CL introduces a method named `GetContentTabs` to TabTestCase which
gets the list of the tab ignoring the uncloseable urls.

This is required for telemetry tests fix with the initial WebUI feature
enabled.

This CL is ensured to fix the telemetry tests failure with the feature
enabled by this experimental cl: crrev.com/c/7274240
